Venezuela,eventhough its a very oil rich country,its a banana republic.Third world all the way.because of its oil riches,it would seem very avant guard,but au contraire.As of the year 2000,criminal laws recognized the difference between consumer and dealer.Consumption is not heavily penalized,though it is penalized.Rehab is not a big thing at all here,addcits are sent to Cuba,supposedly they have good programs,though I couldnt imagine why or how.There isnt much of a circuit of AA or NA or Al-Anon.In the higher parts of society these anonymous groups CANT work,because Caracas is sooo little that everybody knows everybody.There are about 4 million people in Caracas,of which only about 200.000 are well off,thus these circles get way too small,and anonymity is lost,so the purpose is defeated to begin with.Judges have NO KNOWLEDGE of addcition or its consecuences.The criminal systemn in venezuela is very poorly designed,criminals do not get rehabilitated at all,they sit and rot in the jail systems,so when they get out ,they are much worse.Crack is become popular in the streets of the ghettos,but dont forget that crack is the poor mans cocaine,and venezuela borders Colombia ,and is real real close to Bolivia,and Peru,thus being a neighbor of the three ONLY countries in the world that grow the coca leaf(eastern side of the Andes)Venezuela is drowned by cocaine,at ridiculously cheap prices,therefore it rarely gets turned into crack,except for the addcits,people would rather use cocaine in powder form.Its mostly part of the idiosincracy to snort coke rather than smoke it.In venezuela a gram of powder cocaine is worth 1/10 of what its worth in any other part of the world,with the exceptionof the countries that produce it.I never heard of crack while growing up,marijuana, cocaine ,speed where the drugs we had,butnever crack.As a matter of fact,the first encounter I ever had with crack,was through my ex.She had been doing that while growing up in the USA,and when she arrived to Venezuela she would freebase,because crack wasnt readily available.The crack problem is alot worse in the USA,than here.though it exists,it isnt all over the place as it is there.I find that family courts are better informed than the criminal courts of the devastating effects of crack on the family circle and on society.Criminal judges deal with the crimes itself more than the victims.I think family courts have a more subjective and informed view,than criminal courts.
